LRTA Eligibility Appeal Policy

If an applicant for LRTA’s Road Runner paratransit service is determined ineligible or conditionally ineligible, and the applicant feels that this determination has been made in error, the applicant has the right to appeal the determination. Applicants wishing to appeal the decision must complete the Appeal Form, available by calling the LRTA eligibility office at 978-459-0164 x223. Please note:

  • Appeal forms must be received by LRTA by email or postal mail within 60 days from the date applicants receive the determination letter.
  • Applicants wishing to appeal may request an in-person or virtual appeal hearing or provide a written reason for the appeal.
  • LRTA’s Appeal Board of Eligibility is a 3-member panel represented by an LRTA official not involved with the initial eligibility determination, a member of the Lowell Commission of Disabilities, and a member of the Lowell Commission for the Blind.
  • Individuals participating in an appeal hearing may speak on their own behalf and/or have others attend to assist them.
  • Applicants have the right to necessary support such as an interpreter; applicants are asked to request support in their appeal letter. Accessible formats are available if requested.
  • The Appeal Board will render a decision within 30 days of the hearing and transmit it to the applicant in writing.
  • If the Appeal Board does not make a decision within 30 days, LRTA will provide Road Runner Paratransit service to the individual until it renders its decision.
