ADA Eligibility and Compliance

LRTA coordinates the eligibility determination process for Road Runner Paratransit. This includes providing application materials for individuals or their caregivers to complete. The application includes two parts. Part A requests information about the applicant. Part B requests verification from the applicant’s physician, health care professional, or rehabilitation professional.

Eligibility Criteria

Who May Apply

  • Any individual who, as a result of a physical or mental disability, is unable to board, ride, or disembark from any accessible vehicle in the fixed-route bus system without assistance from another individual (excluding the operator).
  • Any individual who needs the assistance of a wheelchair lift or other boarding assistance device; however, no accessible vehicle is available on the fixed- route bus at the time.
  • Any individual who has a specific disability-related condition that prevents travel to or from an LRTA bus stop due to environmental or physical barriers.

Classification of Eligibility

LRTA will classify an individual’s eligibility as unconditional or conditional:

  • Unconditional: eligible for Road Runner Paratransit for all trips.
  • Conditional: can use fixed-route for certain trips or under certain conditions such as during the day or when the weather is neither very cold nor very warm. Under other conditions, the individual is eligible for Road Runner Paratransit.

Duration of Eligibility

Approved applicants will receive eligibility for five years. Those with temporary conditions will receive eligibility for the expected duration of the disability.

Determination of Eligibility

LRTA will make the determination of eligibility within 21 days of receiving a completed application. If the determination takes more than 21 days, LRTA will grant provisional eligibility until the determination process is complete.

LRTA will communicate its eligibility decision in writing and include a copy of the Road Runner Paratransit guide to all approved applicants. For those whose determination is conditional or who are denied, LRTA will also include information on how to appeal the decision.
